Kathryn Hine 9/25- People sprayed with 'noxious substance' near London shopping center

A group of 6 people were sprayed by what police are identifying as a "noxious substance" on Saturday night. The attack took place near Stratford Shopping Center in East London, and the attackers were a group of males, although only one was arrested. London police do not believe that this was an act of terror, but instead an isolated incident in which the attackers wanted to commit "grievous bodily harm." 3 of the victims were taken to the hospital, and the others were treated on site. All victims are expected to make a full recovery.

This is the second week in the row (last week a woman attacker some students with acid) that London has had a non-terror attack involving a dangerous substance. How do these attackers get these substances? Do they acquire them illegally or are there simply not enough laws to prevent things like this from happening?

Like I stated above, a similar attack took place last week. Noxious substances and gases have also been used on civilians to break up riots, or even just protests across America many within the last few months, and throughout recent history.
