"Joint Excersies Prompt New Nuclear Threat From North Korea" by Tea Perez 1st period

North Korea warned it would make a "preemptive and offensive nuclear strike" in repsonse to joint U.S. - South Korean military exercises that began Monday. It was said, "They (North Korea) have threatened this before, and these kinds of threats are to be expected this time of year," said CNN's Paula Hancocks. But Handcocks also noted that tensions this year are even higher than normal following recent action at the United Nations. The Security Council voted last week to impose an array of sanctions against North Korea because of that nation's recent nuclear test and missile launch, both of which defied international sanctions.

If North Korea bombs South Korea, that might just be a gate way for North Korea to bomb the United States, which created the United Nations and has an alliance with South Korea.

How is it that North Korea can lock every nation out of their affairs and what they might or might not be building within their borders, and yet there can be sanctions imposed upon the country?
