Although the title may be misleading, the article largely discusses the Federal Bureau of Investigations failure to investigate the shooter despite numerous online posts about planning to shoot.
This relates to The Palmer Raids, though quite the opposite happened back then. They arrested with minimal evidence, but now with an abundance of evidence, they failed to investigate and prevent a current day disaster.
