The speaker has a very strong democratic opinion about the issue, so the document is very biased, and he is trying to rally the readers and used the point of "closure" to get his point across. The persuasiveness is somewhat aggressive, especially if you listen to it, and I don't think, although I agree with the point, this wanted me to believe him any more.
