ICE is sending out fake court dates to immigrants. Here's why.

summary: ICE has been sending out fake court dates to many undocumented immigrants from qualifying for what's called the "stop time rule" which lets them stay in the U.S. if they have been in the U.S. contentiously and have a family member with a green card or U.S. citizenship. This causes many immigration courts to be filled on Halloween.
Analysis: I believe what they're doing is awful and hurts with many people hoping to get a green card or even U.S. citizenship. But my question is Is ICE breaking any big law here? what can the government do to stop preventing this from happening? it makes a lot of people lose any opportunity because people are rigging the system.
