The recent El Niño in California did bring in some much needed rain to the state but has surprisingly not increased the reservoirs. In fact, the reservoirs have not changed at all, despite all the rain. It's predicted that it will take a couple of winters to get over such a severe drought like this because the earth has been heating up quickly everyday so it takes more to cool it down.
In order to prevent this problem, California should've been wiser on conserving water. Hopefully, other states can use this as an example of what not to do,
This is very similar to the cause of the Dust Bowl during the 30s. Farmers overworked the land leaving it dry and parched and waiting for a very heavy rainstorm.
