Russia seeks permission to begin flying a new breed of surveillance planes over the United States. While the "open skies act", which both Russia and the United States have signed off on, permits unarmed observation flights over all 34 member nations, the United States are concerned about these new flights. The extremely high powered cameras could pose a threat to the US's national security, and the Obama Administration is still deliberating over the act.
This provides a dilemma for the United states and other countries, due to the planes being within the bounds of the treaty. However, this is raising a red flag in the security department. Lt. Gen. Vincent Stewart says that "the open skies act was intended for a different era" leaving lingering thoughts whether or not the Russians are overstepping the boundaries of the treaty or not with this new technology.

this seems like a major invasion of privacy and makes me wonder why russia would need to keep surveillance over the US...
