The drought in California has created conflicts for people and businesses around the state. California farms are responsible for a majority of crops grown in the US, and the drought has caused stress to their production. Farmers are responsible for about 80% of the water use in the state. The governor of California has proposed an act that would enact limits on farmers water use. If passed the limit on water could effect businesses and workers.
Natural resources allow people to live from food, water, shelter, and clothing. Protecting these resources are important to ensure they are available in following years. The California government is in a conflict over whether they should support conservation or the farmer that will be effected. This is similar to US laws regarding the practice of strip mining and clearing forrest. Conservation will continue to be debate over the course of US history.

It'll definitely be interesting to see if they end of going with conservation or farmers, but surely there is some balance in there that can be agreed on, right?
