Justice Dept. report slams Philly police Madana Kloss 4th

The Philadelphia Police Department currently has many problems with how their officers perceive threat. The department fails to have regular in-service trainings, the department also fails to give incoming academy graduates training to help transition into full time officers. Also officers who have discharged their weapons can go many months without getting interviewed by the districts attorney's office. I can connect this to the civil rights movement, when officers constantly abuse civilians without getting punishment. How do you think the police department can fix these issues? Should the district attorney focus more attention on Philly?
