Because hospitals aren't making that much money in New York, it has been decided that there will be federal cuts. Taxpayer money is supposed to fill the gap that will be created in the next couple of years. Because of the Affordable Care Act insurance plan, hospitals still don't benefit as much because hospitals still continue to serve many undocumented immigrants that aren't eligible for coverage under the act.
This relates to APUSH because this kind of reminded me of LBJ's presidency and how he tried to make things better by creating Medicare and Medicaid. He created the plans because not many people were able to afford healthcare and now years later, federal cuts are being made to hospitals. The problem shouldn't be money, there are many people who cannot pay hospital bills. Things could get worse if people don't get the treatment they need rather than being short on money.
You're so right in saying that the outcome could be much worse if profit becomes the central goal in this field, and not the care and treatment. We don't fully realize how reliant we are upon hospitals and medical facilities, but the nation will certainly become fully aware if the death and infection rates boost within the next year or so.
