Ppl won't get out jail bc of shutdown

Trump signed a bill that will let good guys out of jail. But the system needs to create a new system to assess them even though they already keep track of peaceful cooperation. But also before that can happen the government needs to not be shutdown because the whole justice department isn't working. Literally the feds ain't getting paid send that risky text.
