The North Koren regime has a knack for pulling out of negotiations at the last minute as well as raising the stakes just before by threatening to do so and the U.N. summit is no exception. Pyongyang has officially threatened to cease talks if the US approaches the situation as it did Libya or with a unilateral method. This is not unusual, and is one step in the seeminingly right direction for the current administration.
