Recently a deal was made between the Navy and environmental advocates regarding the Navy's use of ocean sonar. The claim was that it was causing a disturbance in the feeding patterns of dolphins and whales and problems like loss of hearing or even death. Finally a judge signed that there would be no sonar between Santa Catalina and San Nicolas Island, and near San Diego. Navy explosives training will also be out in restriction seeing that in the past it has killed and harmed marine life.
It makes me happy to see that the government is listening to environmentalists out there who are worried about marine life. The navy is finally being held responsible to their actions in the past especially the deaths of several dolphins while doing explosives training. People knew what had been happening around the sonar and it's impact on the animals behaviors and lives. This long struggle will now be somewhat put to rest after the restrictions given to them.

Well, the Navy has always been "protect and serve" for America. But in reality, as new tech develops, the environmentalists come in later if things rub them the wrong way to see if it's safe, so if this situation with harming marin life is within 5 years, then there's nothing special going on here.
