The United States is limiting training to avoid causing a violent scene from Russia. while the United States has been teaching other useful tactics to the Ukraine ,they are choosing not to do this. They fear that since the Ukraine wanting to learn an offensive skill it will cause Russia to attack.The united states want to avoid this at all cost.This reminds me of the cold war. Both the United States and Russia are at a stand still, waiting for the other to do something they shouldn't do ,
