The US, Russia, and China have all recently been persuing a "smaller generation " of nuclear weapons, creating a similar atmosphere to the arms race of the Cold War, which could potentially upset the balance that kept the nuclear peace for these years. The blame is placed on each of the countries, each trying to one up the other.
All three countries have been creating and testing new nuclear weapons. Each country continues to try and be the dominant nuclear power, only increasing the danger these weapons can create. We can see that this is startlingly similar to the arms race between the US and the Soviet Union during the Cold War.

That's scary to hear, especially since we made pacts years ago about the limiting size of our nuclear force! I hope there are those wise to remember and obey it!
