Drug addiction may not be the whole reason the War on Drugs haven't been successful. Experiments have been conducted on rats and scenarios have been observed in humans that the real reason the "cage" people live in. In the rat experiment, a rat was placed in a cage with two water bottles. One filled with pure water, the other filled with water that has been laced with LSD or cocaine. The rat would drink only the laced water and end up over dosing. However, when the rat was placed in a large cage, with other rats, and all sorts of interesting enrichment, the rats drank the pure water, and none overdosed.
This behavior has also been observed in people, the biggest example being the Vietnam war. Many American soldiers became addicted to heroin while over seas. Many US citizens were afraid the soldiers would come home as addicts. This didn't happen because they were suddenly out of a jungle, being forced to kill or be killed, to a home they know and love, full of friends, and other, more productive, things to do. Many hardly even faced withdrawals. In modern day society, drug addicts are put into far worse situations such as prison, and are shunned from society by friends, family, and strangers. If measures were taken to increase the sociability of people and the enrichment in peoples lives, maybe then people will solve their own addiction and help to create a better society.
