The Pentagon just signed over $1 billion for President Trump's long promised wall. It is said to be blocking "drug smuggling corridors". The abrupt "emergency" Trump declared means merely transferring money rather than requesting it through appropriate measures. The U.S. has already been spending money on the approximately 5,000 troops located along the border.
I strongly believe that people will find a way to get in regardless of whether there is a wall or not. We've tried to set immigration restrictions before and they didn't really stay in place. It is also a strong assumption of drug smuggling, as many people trying to get along the border have no association with drugs.
