Earlier this January, President Obama asked Congress to authorize the force use against the ISIS terrorist group. Back in August 2014, the US launched air forces strikes against ISIS in and authorized by Iraq. He asked Congress to also authorize the attack to show the world the US wants to take part in this.
This relates to US History as an example of one of the many rules on the US Constitution. The US Constitution divides the war powers of the federal government and designates the president as commander and chief of the military but it gives Congress the power to declare war.
